Note-The most conspicuous political prisoner from the point of view of actual power the United States has ever held in custody was Jefferson Davis, the President of the Confederate States, during the rebellion of the South against the Union. He was imprisoned in Fortress Monroe and subjected to the most cruel and humiliating treatment conceivable.
